Audit Flanders investigated possible irregularities and large-scale fraud at local government Ninove with regard to the delivery of driving licenses and travel passes to the Civil Affairs service. The reason for this was established irregularities at the civil affairs department of the municipality of Anderlecht. In response to a written question from Karolien De Roose (N-VA municipal councilor), the audit report was sent to the municipal councilors.
In general, the audit engagement identified serious deficiencies in organizational control. There is a lack of substantive supervision, follow-up and security in the execution of the work. This opens the door to committing crimes and fraud.
The procedure for collecting travel passes at the counter has meanwhile been adjusted. But during checks carried out in the period January 2022 – May 2022, this adjusted procedure again proved to offer no guarantee for the correct registration of the issued travel passes.
Karolien De Roose (Municipal Councilor N-VA) calls for urgent measures to tackle the umpteenth problems within the city administration. A thorough action plan is essential to straighten out the organization within the city.
