According to the investigators, “between May 2022 and April 2023, the police officers of the Directorate for Combating Organized Crime – Anti-Drug Service, together with the prosecutors of DIICOT – Central Structure, carried out complex activities to document an organized criminal group, whose members allegedly distributed drugs risk and high risk on an encrypted platform belonging to a well-known social network”.
The platform is the most important in Romania and unique in Europe, currently having almost 11,000 active members. The distribution of drugs would have been directed, with predilection, towards young users, schoolchildren and students, the investigators found out.
On Monday, 17 house searches were carried out in Bucharest, Ilfov, Mureş, Brăila, Galati and Dâmboviţa.
The arrest warrants and searches targeted the main drug distributors on this platform. The crimes committed by the members of the group concern “drug trafficking, complicity in drug trafficking, establishing, joining and supporting an organized criminal group and carrying out, without right, operations with psychoactive substances”.
The drugs would have been intended, in particular, for street distribution. The group would have been structured on levels and levels of access and would have ensured the distribution of high-risk and high-risk drugs, at the national level, in most large cities.
“As a mode of operation, customers, users of mobile terminals, would have contacted the distributors on this platform, and then, following direct negotiations, they would have been directed to the nearest local dealer, depending on the location, the type of drug requested and other criteria. The distributors would have promoted their drug offers on this platform and would have tried to divide their distribution areas so as to capture as many customers as possible. The administrator of the platform would have moderated the discussions and also would have been involved in selecting the members of the group”, explained the police.
In order to understand the mode of operation of the members of the group and the functionality of the platform, the anti-drug police closely monitored the activity among the members of the platform, the most active distributors being identified.
The communication platform would have generated around 40,000 – 50,000 messages daily, most of them being related to the methods of drug distribution, consumption, distribution areas, but also about the effects of drugs, the investigators stated.
