“The scenario that these elections can be combined is perfectly constitutional. According to the Constitution, only the Parliament has those fixed terms. Regarding the other elections, the deadlines are in the laws in force, as such the analysis that the PNL colleagues, lawyers, colleagues with training in the legal field did, is one that removes these fears that exist in the public space, namely the possibility to call the elections would not be a real one due to aspects related to unconstitutionality.
There are legal and constitutional arguments for merging the elections, there are arguments related to what the population of Romania wants, because the analysis we have done, at least lately, sociologically shows that a large part of the population of Romania wants a serious legitimization of the chosen ones and I do not exclude the idea of merging at all. It remains to be seen what the will of the leaders in the coalition is, but I wanted to remove from the public space this thesis that is not supported, that is, that the holding of the elections could be unconstitutional”, says Alina Gorghiu.
She states that they are formulas that respect CCR jurisprudence, that respect the Romanian Constitution and the decisions of the Venice Commission regarding this aspect”.
Asked which elections the PNL would like to combine, Gorghiu said: “There are several scenarios that we can take into account, I think we have to start a little differently, not from what the PNL wants, but from the public interest.”
“If you want a functional administration in 2024 and not a total blockage at the level of public institutions, if you want the population not to be tired by almost a year of electoral campaigning, if you want a significant turnout to legitimize the chosen ones of whatever nature they are, then I think that this topic must be discussed very seriously and you know that we don’t have much time left, because one of the conditions or provisions of the Venice Commission says that the changes must be made at least one year in advance before the electoral exercise takes place, which is why, if we decide, they can be done until the end of this legislative session. I think in the fall it will be too late to start making changes. There are several options taken into account. Any scenario is considered. We at the PNL do not have a preferred option, but we, the PNL, believe that the idea of merging the elections is appropriate. Having four types of elections, with the second round of the presidential five events of this kind, would be inappropriate from our point of view. Here we are talking about a decision that will be taken in one direction or another at the coalition level, and I am convinced that we will find out soon, whether this merger decision will be put into practice or not. The decision is not exclusive to the PNL, it belongs to the coalition leaders”, concludes Gorghiu.
