According to the association, Aktor collected delay penalties right from the design phase: he has a start order related to the design of 23.05.2019, but his PAC was approved only on 11.06.2021, and the building permit came on 01.07.2021: “Maybe it would not hurt to see new penalties applied to the contractor, it being inadmissible for the physical progress to be 30-35% approximately 18 months after the start of the works, on a contract signed on 04.14.2019 that stipulates 12 months of design and another 30 months of execution , on a mundane route in the plains of no more than 18 km. Even if the state also has its share of the blame for the blockages, in the present case the delay in the field of ~9 months (from our estimate) is generated exclusively by the indolence, incompetence and managerial mumbling of those from Aktor who cannot mobilize properly not even after 4 years (!!!) of the contract”.
