The Prime Minister declared on Thursday, before the Government meeting, that it was found that there is a deficit in collection and that this deficit mainly belongs to the big taxpayers. Nicolae Ciucă called for the big companies to pay their debts to the state and at the same time asked the state institutions to do it in such a way as to ensure the collection of these revenues.
In response, the Concordia confederation announced on Friday that the analyzes carried out show that the large taxpayers in the private sector have an impeccable fiscal discipline year after year and there is no information that in the first quarter of 2023 things would have been different.
“For most of the large private companies in Romania that have paid and always pay their taxes on time, this generalization means an undeserved stigma. If there are specific cases, they must be made transparent in order to be remedied”, said the Executive Director of the Concordia Employers’ Confederation, Radu Burnete.
He added that past figures show that in general it is not the large companies in the private sector that accumulate outstanding tax obligations. On the contrary, the good running of public finances depends on these companies and on the fact that they always pay their taxes on time.
“It is unclear whether we are dealing with poor collection caused by payment delays or an overestimation of revenue. Let’s remember the warnings of the Fiscal Council before the adoption of this year’s budget. Since December last year, the Fiscal Council considered it likely that in 2023 the collection of revenues will be 11.3 billion lei lower than the assumed targets, representing about 0.73% of GDP, including the overestimation of some tax revenues, but not only. Here we see this warning materializing”, said Radu Burnete.
In addition, employers draw attention to the fact that Romania still has an unsolved problem with tax evasion and the black economy, which emerges from all the analyzes of the European Commission regarding the amounts of uncollected VAT from all over Europe where Romania is at the top of the ranking.
“To the extent that the Government’s data show that our analysis is incorrect, we are open to dialogue to understand and correct, but also to reconfirm the fiscal discipline of those we represent”, concluded Radu Burnete.
