Almost 78 billion lei have been budgeted by the Ministry of Health and the National Health Insurance House (CNAS) in 2023, i.e. twice as much as in 2015, when only 30 billion lei entered the system through the two institutions.
From the money that reaches the ministry and the CNAS, doctors’ salaries are paid, medical services are settled and investments are supported. In addition to the annual budget of the Ministry of Health and the National Health Insurance House, the medical system is also supported by money from local authorities that have hospitals under their control.
However, patients still have to wait several months for access to medical investigations with a referral ticket, based on the monthly contribution of 10% of the gross salary that goes to Health. According to ZF calculations, a Romanian minimum wage employee contributes 280 lei to the state monthly for health, which at the end of the year means 3,300 lei, according to ZF data, collected from the calculator-salarii.ro platform. The higher the salary, the higher the contribution.
Although the budget increases annually, more money does not translate into faster access to medical services. For example, for medical investigations such as the MRI or for laboratory analyses, vital for the prevention of diseases such as diabetes, for example, the state settles the cost to the insured patients, but the funds run out quickly, in the first days of the month. Patients are thus forced to either wait for an available place, or to pay for the full consultation in the private system.
State hospitals that publish their revenue budget have also had significant increases in recent years. For example, the University Hospital, the largest emergency hospital in the country, tripled its revenue budget in 2023 compared to 10 years ago, from almost 300 million lei in 2013, to a revenue budget of almost 1 billion lei in 2023, according to its own website.
And the Timişoara County Hospital had a budget of 218 million lei in 2013, so that a decade later the budget of the medical unit reached 787 million lei.
A large part of the money of the state hospitals is used for the payment of salaries, so the salary increases of doctors starting from 2018 can be seen in the budgets of the medical units.
