“We cannot quantify the impact of this law today. Unfortunately, we will receive some exact figures at the beginning of 2024. We believe that the income of those in the industry will increase this year by 30% at the national level and due to the transfer of the tip to the receipt. The main objective was to bring to the surface the real level of income so that HoReCa becomes more attractive for young people”, says Ion Biriş, according to ZF.
The exact figures, he explains, will be available only next year, after the companies submit their balance sheets for 2023.
He specifies the fact that some employees in the industry increased their income by about 15-20% with the introduction of the tip on the receipt, but he also mentions that there are no concrete figures regarding the impact of this law, not even at the level of HORA members.
The president of HORA also says that he plans to talk with some of the operators in the market to identify the situations that the law does not include so that there are no more situations in which the tip cannot be entered on the receipt. For example, the tip jar in cafes is not yet included in the law, but he mentions that changes are to be made in the coming months. Radu Savopol, the founder of 5togo, said that about 25-30% of the market faces this problem.
“We started from an average tip of 3%, and our estimates are that this year the industry will have revenues of 6.5 billion euros, which means that the state will collect somewhere around 20 million euros. I think the state will collect more, but we started from these figures”, says Ion Biriş.
The incomes of the industry operators will increase both as a result of the introduction of the tip on the receipt, even if this money goes from the company’s accounting directly to the employees’ accounts, and of a greater expectation regarding consumption this year, taking into account the last years marked by the pandemic. According to the law, the tip has a separate bank account within the company, and from there the employees receive the money every day, twice a month or once a month, depending on how each restaurant owner determines.
The law was introduced from January 1, 2023, but there is still no concrete data on the impact of this law, HORA only estimates that the average tip left is over 10%.
Marian Morcoaşa, the director of the ANAF Control Directorate, says that the institution started the controls to see if the operators comply with the law, but he only mentioned that hundreds of operators were checked and several dozens of businesses sanctioned, without giving concrete data regarding their number and from which areas or cities they are located.
