The Minister of Foreign Affairs Bogdan Aurescu welcomes the election of the current ambassador of Romania in Vilnius, Cosmin Dinescu, as Head of the EU Mission in the Republic of Moldova (EU Partnership Mission – EUPM), following a selection process organized at the level of the European External Action Service in last weeks.
The decision to create the Mission was taken at the Foreign Affairs Council (CAE) on April 24, 2023, its establishment being strongly supported by Romania.
The EUPM is the first EU civilian mission in the Republic of Moldova and will operate for an initial period of two years.
The decision to elect the Romanian diplomat to this position was announced by the High Representative of the Union for Foreign Affairs and Security Policy Josep Borrell, being communicated to the Minister of Foreign Affairs Bogdan Aurescu.
“We are proud that a colleague of ours, a very good professional and an experienced diplomat, will lead the EU’s first civil PSAC mission in the Republic of Moldova, which aims to support Chisinau in key areas of its European path, with an emphasis on strengthening the resilience and security of the Republic of Moldova. The election of Cosmin Dinescu in this particularly important position at the EU level confirms both the value of Romania’s candidate and the key role of our country in supporting the Republic of Moldova at all levels, especially on the European path and the achievement of democratic reforms. At the same time, this success is also the result of the intense political-diplomatic efforts of the last period of the Romanian diplomacy at the working level, but also at the ministerial level, both in Brussels and in the capitals of the EU member states. Romania’s profile as a responsible EU member state was thus confirmed, including in the field of Common Security and Defense Policy and with an essential role in supporting the consolidation of the resilience and security of the Republic of Moldova,” said the Minister of Foreign Affairs, Bogdan Aurescu.
The MAE reminds that, at the beginning of this week, at the Foreign Affairs Council, attended by Minister Bogdan Aurescu, Romanian diplomacy managed to obtain, in addition to the decision to create the EUPM, the political agreement for the creation of a new sanctions regime, proposed by the minister Romanian Minister of Foreign Affairs on February 20, regarding the persons and entities acting to destabilize the Republic of Moldova.
Cosmin Dinescu, currently Romania’s ambassador to Lithuania and Latvia, applied for this position along with seven other people.
Cosmin George Dinescu, a career diplomat with the rank of ambassador, has two and a half decades of experience in the Romanian diplomatic service. Throughout his career, Cosmin Dinescu was secretary general of the Ministry of Foreign Affairs, ambassador to the Republic of Croatia (2010-2016), director general for legal affairs, co-agent of Romania in the case before the International Court of Justice regarding Maritime Delimitation in the Sea Neagră, alternate representative of Romania at the Danube Commission, president of the 18th session of the United Nations Commission on Crime Prevention and Criminal Justice (2009).
The MAE indicates that the Mission’s activities will focus on capacity building, including the possibility of implementation by the EUPM of the recommendations from the assessments regarding the risks of hybrid threats in the Republic of Moldova. The EUPM will also be a particularly useful tool for the accelerated preparation of the Republic of Moldova for EU accession. The mission will also support the improvement and overcoming of the accentuated vulnerabilities of the Republic of Moldova, in the context of the increased pressure it is subjected to from the Russian Federation.
Thus, the EU Mission will contribute to increasing resilience in the security sector, as well as combating hybrid, cyber threats and disinformation, in accordance with the needs expressed by Chisinau and strongly supported by Romania.
