The emergency ordinance regarding some fiscal-budgetary measures, the extension of some deadlines, as well as for the modification and completion of some normative acts was published on Monday in the Official Gazette.
The normative act was adopted by the Government on Friday.
“We have adopted a series of measures in order to consider the public money. Compared to the form we had in decision-making transparency, some changes have appeared. In short – the establishment of monthly expenditure limits by the Government and the derogation from these limits only through a Memorandum approved also by the Government, the 10% reduction of expenditure on goods and services, with the exception of expenditure in the field of health and education, the prohibition of acquisition, leasing or renting cars, office furniture and equipment, by public authorities and institutions”, said Adrian Câciu, the Minister of Finance.
He states that there is an exception regarding the Rabla Program, for authorities that purchase non-polluting cars.
Also, the GEO provides for the suspension of vacant or temporarily vacant positions by competition or examination, except for single positions.
“Here, by memorandum, the sectors will come before the Government, if a derogation is necessary for those sectors where the employment of personnel is still necessary, including education and health. A new tool to make the payment of outstanding invoices to electricity suppliers more flexible, based on the compensation scheme that operates according to GEO 27, in the sense that until the amounts from the Transition Fund can be balanced, which is fed from the exceptional incomes made by the producers from the energy sector, the Ministry of Energy and the Ministry of Labor can pay outstanding invoices to suppliers, based on statements from ANRE, from their own budgets, from other expenditure titles. Compared to the normative act made publicly available, the article related to the doctorate increase was eliminated, based on the discussions we had with the sectors. This article from the wage law exists, it also resides in the wage law, and it was considered that a complication of the way this article is in the wage law is not opportune at this moment, so that the new wage law should clarify more concretely the way in which the doctorate increase will be granted”, added the Minister of Finance.
