Diplomat Li Hui toured Europe, visiting Poland, Germany, France, European Union institutions, Ukraine and Russia.
According to some Western sources, the message of the Chinese emissary was that US allies in Europe should regain their autonomy. In addition, Li Hui called for an immediate ceasefire in Ukraine, leaving Russia in the southeastern areas of the country they occupy.
The Ministry of Foreign Affairs in Beijing did not comment on this information.
But European diplomats claim that they rejected the proposals. “We explained to him that freezing the conflict is not in the interest of the international community if the Russian troops are not withdrawn and that it is impossible for Europe to be separated from America”, said a European diplomat, under the protection of anonymity. Another European diplomat believes that Beijing is “probably testing the unity of the West”.
On Thursday, the European Union asked China to insist that Russia immediately withdraw its troops from the territory of Ukraine. Previously, the Administration in Kiev conveyed to the Chinese emissary Li Hui that any solution to stop the military conflict must respect the territorial integrity of Ukraine.
The Russian Foreign Minister, Sergey Lavrov, welcomed China’s position on Friday, during the meeting with the Chinese emissary. “Beijing shows its willingness to play a positive role in resolving the crisis,” Lavrov said, according to the Tagesschau.de website. Lavrov accused Ukraine and the West of creating “serious obstacles” to peace negotiations.
The Chinese Foreign Ministry recently presented a project on a “peace plan” between Kiev and Moscow. Beijing has proposed a lasting armistice and peace negotiations, by supporting the principle of respecting “sovereignty, independence and territorial integrity”. At the same time, China insisted on seriously treating the “legitimate security interests of all nations”, suggesting support for Russia’s argument regarding obtaining security guarantees from the United States and NATO. Although it welcomed the peace initiative advanced by China, Russia insisted on recognizing the annexation of the regions of southeastern Ukraine, while Ukraine conditioned any truce between the Ukrainian army and Russian military forces on the return to Ukraine’s 1991 borders.
